In the heart of Morigaon, Assam, a silent healthcare transformation is unfolding. This movement is led not simply by technology or policy, but by a profound sense of duty and a ‘Human-to-Human’ connection that transcends the clinical walls of a hospital. At the center of this transformation is Dr. Amar Jyoti Deka, a General Physician and public health stalwart whose career serves as a masterclass in selfless service.
If we look at the evolving landscape of Indian healthcare and the changing prospective of healthcare workers, Dr. Deka stands out as a “rare gem”, a clinician who chose the grassroots of government service over the allure of private practice. But to the people of Morigaon, he is much more than a Physician; he is a tireless, workaholic young doctor whose energy seems as boundless as his empathy. His dedication towards his people has become a cornerstone of the community.
One among his many distinguished activities towards his duty, for which people often call Doctors “representative of humanity,” was when Dr. Amar Jyoti Deka successfully facilitated a childbirth in a remote area, a challenge few modern doctors would venture to take on. After delivery the mother was taken to Baghara Hospital in Morigaon with the dedicated team using an improvised bamboo patient carrier as the area was so deep within the rural interior. In regions where maternal and neonatal mortality rates are critically high due to such isolation, this initiative was a vital lifeline. By extending his support to flood-affected zones and securing the lives of pregnant women in relief camps, Dr. Deka’s presence has long brought a genuine sense of security to the Morigaon Raij (the people).
This commitment to excellence has earned national recognition. Under Dr. Amar Jyoti Deka’s leadership, the Baghara State Dispensary was conferred the Kayakalpa Award by the Ministry of Health and Family Welfare. This was the first time in Morigaon district that a hospital could dream and make it real for the Kayakalp award .Currently, Dr. Deka serves as a District Tuberculosis Officer and leads the National Tuberculosis Elimination Programme (NTEP) in Morigaon, where he remains deeply committed to the fight against TB. A 100-day intensified TB Mukt Bharat Abhiyan has been active in Morigaon since March 2026, driven by the collective efforts of his team.
Beyond the clinic, Dr. Deka is also a cultural bridge. He works to dismantle superstitions and “blind beliefs” by spreading scientific awareness, all while remaining deeply connected to the local arts and culture that define the region. It is this unique blend of professional rigor and human touch that makes him an inspiration to us all.
Recognizing his endless efforts Dr Deka bestowed with many awards like “Sasthya Ratna” award, Best health practitioner award, North-east icon award in health care section,social activist award etc.
Beyond the Clinic: A Multi-Faceted Guardian of Public Health
Dr. Deka’s impact is not limited to a single department. His portfolio reflects a staggering level of responsibility, managing some of the most critical health interventions in the region:
● District Tuberculosis Officer (NTEP): Responsible for planning, implementing, and monitoring tuberculosis control activities under the National Tuberculosis Elimination Programme, ensuring early detection, effective treatment, and prevention of TB in the community.
● District AIDS Control Officer (DACO): As DACO, we work closely with NACP Staff NHM and the community to drive Mission AIDS Suraksha, focusing on early diagnosis, prompt treatment of HIV and syphilis, and achieving 95-95-99 targets. Through coordinated efforts, we aim to strengthen services and transform Morigaon into a capable, self-reliant district.
● National Sickle Cell Elimination Programme: As the Nodal Officer, he spearheads efforts to combat genetic blood disorders with dedication and purpose. On World Sickle Cell Awareness Day, he is often seen engaging with students in classrooms, spreading awareness about the importance of genetic counseling and the value of early detection.
The introduction of rapid screening kits for sickle cell anemia has been a game changer, enabling quicker identification of at-risk individuals. Combined with a streamlined system for confirmatory testing—where samples are efficiently transported to tertiary healthcare centers—this approach has significantly improved the speed and ease of early diagnosis, ultimately leading to better patient outcomes.
● National Quality Assurance Standards(NQAS): Ensuring that public health facilities meet the highest standards of care, making “premium healthcare” accessible to the most vulnerable. Across the district, a large number of healthcare facilities—including the District Hospital and several Ayushman Arogya Mandirs—have successfully reached important NQAS milestones. Notably, the District Hospital, Morigaon, has also achieved LaQshya (Labour Room Quality Improvement Initiative) certification for its delivery room, reflecting a strong commitment to improving the quality of maternal and newborn care.
Due to his expertise he is also serving as External assessor in the National quality assurance standard programme by NHSRC,Ministry of Health and family welfare,Govt of India since 2023.

A Sentinel Against the Silent Killer: The TB Mukt Bharat Abhiyaan
Geographically, the South-East Asia region carries a significant portion of this weight, with India accounting for 28% of the global TB burden. Furthermore, India holds the highest Tuberculosis Infection (TBI) burden globally. According to the National Prevalence Survey of India (2019-2021), an estimated 31% of individuals above the age of 15 carry the infection. While many remain asymptomatic, approximately 5–10% of those with TBI will eventually develop clinically active TB disease, making early intervention and preventative care a cornerstone of public health.
In the face of these staggering statistics, the work of a District Tuberculosis Officer becomes a matter of national security. As a senior medical and health officer and a leader of the National Tuberculosis Elimination Programme (NTEP) in Morigaon, Dr. Amar Jyoti Deka is fully devoted to this fight against TB. Under the ambitious Pradhan Mantri TB Mukt Bharat Abhiyaan, his work goes far beyond the distribution of medication. During a recent interaction regarding NTEP, Dr. Deka reminded us that while science provides the cure, society provides the recovery. He has been a vocal advocate for the Nikshay Mitra Initiative, which encourages citizens to adopt TB patients and provide them with nutritional support.
By bridging the gap between the Central Government’s clinical protocols and the ground-level reality of food insecurity, Dr Deka and his team are ensuring that “TB Mukt Bharat Abhiyaan” is not just a slogan, but a reality for every household in Morigaon.
The COVID-19 Legacy: 24,000 Lives, One Mission
To understand Dr. Deka’s dedication, one must look back at the height of the COVID-19 pandemic. While many sought safety, Dr. Deka led a lean team of seven at the Baghara State Dispensary, a historic facility established in 1938.
Under his leadership, the team rendered round-the-clock service, covering 23 revenue villages and reaching over 24,000 people. From Tarani-Kalbari to Jagi-Gohainchaki, he moved through the villages not just as a doctor, but as a source of calm and clarity during a global storm. It was here that his reputation for patience and sincerity was truly forged.
The Man Behind the Stethoscope: A Personal Perspective
Since completing his MBBS from Gauhati Medical College (GMC) in 2013, those who have followed Dr. Deka’s journey have witnessed a rare consistency. In an era where many healthcare professionals migrate to urban centers or lucrative private roles, Dr. Deka’s decision to remain in Morigaon is commendable.
Patients often speak of his “healing touch,” which has less to do with prescriptions and more to do with his temperament. He is famously patient, describing every diagnosis with a sincerity that makes the patient feel seen and heard. This humility is perhaps his greatest diagnostic tool.

Expert.Verse: India has set an ambitious goal to eliminate TB. How do you see the progress in the Assam state context?
Dr. Deka: “We are seeing a massive shift in how we approach the disease. In Assam, and specifically Morigaon, the challenge isn’t just medical; it’s social. The Nikshay Mitra initiative has been a game-changer because it involves the community. When a neighbor helps a neighbor with nutrition, the stigma of TB begins to fade.”
Expert.Verse: You manage multiple district-level roles. What keeps you grounded?
Dr. Deka: “I navigate multiple roles in the healthcare system; clinician, administrator, communicator, and listener; shifting with each need. This balance demands adaptability, clarity, and empathy. What drives me is a strong sense of responsibility and purpose: the understanding that every decision impacts real lives. I am motivated by the gaps I see between current realities and what healthcare should be, pushing me to improve systems and patient experiences. At my core, I believe healthcare is not just about treatment, but about dignity, equity, and trust and that belief keeps me moving forward.”
Expert.Verse: What is your message to the young doctors graduating today?
Dr. Deka: “Serve your roots. There is a different kind of fulfillment in treating the people who watched you grow up.”

If one were to summarize Dr. Deka’s philosophy, it would be found in his unwavering belief that a doctor’s duty is to the person, not just the pathology.
“To cure sometimes, to treat often, to comfort always.”
